I bought this for my Frisian horse because he rubs his mane. He developed a horrible dermatitis. In two days of application you could not touch him in the area because of the pain. Then the hair fell off. Worse the remedy than the problem!. I should have known better because my previous Frisian also reacted badly to the application of Neem oil. Not sure if Neem works for other horses but certainly if you have a Frisian I would advise you to avoid anything containing this essential oil.
